Ooty Entry Guide 2026 — Green Tax, E-Pass, Checkpost Locations & Ghat Road Rules

Before we get into the details: there are two separate requirements every tourist vehicle must meet to enter the Nilgiris. Most travel blogs mix them up. They are completely different systems.
The E-Pass — a free digital permit from epass.tnega.org. Apply before you leave home. Mandatory for all non-TN-43 private vehicles. The police scan your QR code at the checkpost.
The Green Tax — a cash eco-fee collected at the checkpost barrier. Paid on arrival. Rates vary by vehicle type. Always carry cash.
Miss either one and you will be holding up traffic while you sort it out at the checkpost with zero mobile signal.

Part 1 — The E-Pass: Everything You Need to Know
What Is the Ooty E-Pass?
The E-Pass system was introduced following a Madras High Court order to regulate tourist vehicle flow into the Nilgiris Biosphere Reserve. During peak season, over 20,000 vehicles were entering daily — causing severe congestion, environmental damage, and wildlife disturbance on the ghat roads.
The E-Pass is your vehicle's entry permit into the Nilgiris District. It is not a person-based pass — it covers the vehicle and all passengers. It is completely free to obtain.
As of 2026, the system remains in effect year-round, with intensified enforcement during peak periods (April–June summer, October–January winter).
Important distinction: The system has evolved. The portal now operates as an e-Registration for most non-peak periods — auto-approved instantly, functioning as vehicle tracking data. During declared peak seasons, it functions as a strict pass with daily vehicle caps. Either way, apply before you travel. The QR code you receive is what the police scan at the checkpost.
Who Needs an E-Pass?
Must apply:
- All private vehicles with non-TN-43 registration (cars, bikes, jeeps, SUVs, vans, tempo travellers)
- Vehicles registered in Karnataka, Kerala, Andhra Pradesh, Maharashtra, and all other states
- TN-registered vehicles from any district other than TN-43 (Nilgiris)
Exempt:
- Vehicles with TN-43 (Nilgiris District) registration — local residents
- Government buses (TNSTC, KSRTC) — the driver/conductor handles protocol
- Toy train and other rail passengers — no road congestion contribution
How to Apply — Step by Step
Step 1: Go to epass.tnega.org on your phone or laptop. Do this from home before you start your drive — checkpost network is unreliable.
Step 2: Enter your mobile number and complete the captcha. You will receive an OTP. Use mobile data rather than Wi-Fi if the OTP is not arriving.
Step 3: Select "Within India" (for Indian nationals) or "Foreign National" (login via email OTP).
Step 4: Select "Nilgiris" as your destination district.
Step 5: Fill in your details:
- Vehicle registration number
- Number of passengers
- Travel date and approximate arrival time
- Purpose of visit (select "Tourism")
- Accommodation address in Nilgiris
Step 6: Submit. Your QR code is generated instantly in most cases. Take a screenshot — this is what gets scanned at the checkpost.
⚠️ No printout needed. A screenshot on your phone is perfectly fine. Keep your phone charged — the officer scans the QR code from your screen.
E-Pass Quick-Fix Troubleshooting

Green Tax Fee Rates (2026)
Note: Rates are set by the Nilgiris Municipality and are subject to revision. These are current 2026 figures — always have extra cash as buffer.

Payment at the Checkpost
Always carry ₹100–₹200 in cash. UPI and card machines are available at some checkposts but network issues in the ghat area make them unreliable. Cash is the only guaranteed option.
The green tax collection point is typically right at the checkpost barrier — you pay, get a receipt (keep it in case of checks further up), and the barrier lifts.
Part 3 — All Checkpost Locations by Route
There are five main ghat roads into the Nilgiris, each with a corresponding checkpost. Know which one you will hit based on your route.
Checkpost 1 — Kallar / Burliyar (Coimbatore → Ooty)
Route: Coimbatore → Mettupalayam → Kallar → Coonoor → Ooty Highway: NH 181 (Coonoor Ghat / Kallar Ghat) Traffic: Very High. The most used route in India for Ooty-bound tourists. Hairpin bends: 14 Distance from Mettupalayam to Ooty: ~40 km
This is the main checkpost most visitors from Bangalore, Chennai, and Coimbatore will encounter. The Kallar Ghat follows the Kallar and Coonoor river valleys. It is a National Highway — better maintained than other ghat roads, but also significantly more congested during peak season.
⚡ Network warning: Mobile signal at Burliyar drops to zero or near-zero. Apply your E-Pass before leaving Mettupalayam town. If you wait until you see the checkpost, it is too late.
🕐 One-way traffic rule (peak season): During declared peak season, the Kallar/Coonoor Ghat road operates uphill-only from Coimbatore side during certain hours. Downhill traffic is diverted via the Kotagiri Ghat. Check with local police or the Nilgiris District administration for current one-way timings before travel.
Best practice: Leave Coimbatore or Mettupalayam before 8 AM to avoid the worst of the morning convoy rush. Weekends and public holidays can see queues stretching several kilometres at the checkpost.
Checkpost 2 — Kakkanallah (Mysore / Bangalore → Ooty)
Route: Mysore → Gundlupet → Bandipur → Masinagudi → Kakkanallah → Gudalur → Ooty Highway: NH 212 / NH 67 (Gudalur Ghat) Traffic: Moderate Hairpin bends on Gudalur Ghat: Gentle gradient, no extreme bends Distance from Gundlupet to Ooty: ~90 km
The Bangalore / Mysore route is the most popular for Karnataka visitors and a large segment of the tourist market. This route passes through Bandipur National Park — one of India's most important tiger reserves.
⚠️ Critical: Bandipur Night Closure The Bandipur Tiger Reserve section of the highway (Gundlupet to Masinagudi) is closed between 9 PM and 6 AM to protect wildlife. If your travel plan puts you at Bandipur after 9 PM, you will be stopped at the forest gate and must wait until 6 AM the next morning. No exceptions, no passes. Plan accordingly — either arrive at Bandipur before 8 PM (to allow buffer) or plan an overnight stay in Mysore/Gundlupet.
Kakkanallah Checkpost specifics:
- Located on the Tamil Nadu side after descending from Gudalur
- Moderate network — slightly better than Burliyar but still patchy
- Apply E-Pass before Bandipur (Mysore side has good signal)
Checkpost 3 — Nadugani / Thaloor (Kerala → Ooty)
Route: Kozhikode / Calicut or Wayanad → Gudalur → Nadugani → Ooty Traffic: Moderate, heavier during Kerala holiday periods
Visitors from Kerala entering via Wayanad or Calicut will hit this checkpost. The E-Pass requirement applies here identically — apply before you start the ghat climb from the Kerala side.
Checkpost 4 — Kotagiri Ghat (Alternate Coimbatore Route)
Route: Coimbatore → Mettupalayam → Aravenu → Kotagiri → Ooty Highway: State Highway 15 Hairpin bends: Only 4 — the gentlest of all Nilgiris ghat roads Distance: 33 km Mettupalayam to Kotagiri
The oldest route into the Nilgiris, following the path John Sullivan used in 1819. Far less congested than the main Coonoor Ghat — genuinely a better drive if you are not in a rush. Slightly longer distance to Ooty town, but the near-absence of queues can make total travel time comparable to the NH 181 route during peak season.
⭐ Local tip: If it is a peak weekend and you are worried about Burliyar queues — take the Kotagiri Ghat. 4 hairpin bends, good road condition, less landslide risk, and a spectacular valley view approaching Kotagiri.
One-way rule (peak season): During peak one-way periods, downhill traffic from Ooty exits via Kotagiri Ghat while uphill traffic uses the Coonoor Ghat. Check current directions before driving.
Checkpost 5 — Sigur / Kalhatty Ghat (Shortcut from Masinagudi)
Route: Masinagudi → 36 hairpin bends → Ooty (via Kalhatty) Also known as: Kalhatti Ghat, Sigur Ghat, "Shortcut Road" Hairpin bends: 36 — the steepest motorable road in South India Night closure: Yes — closed between sunset and sunrise
This is the shortcut from Masinagudi that saves approximately 30 km versus the full Gudalur route. It is dramatically steep — first gear on many sections — and recommended only for short-wheelbase, powerful vehicles with experienced drivers.
⛔ Restrictions:
- Closed overnight (sunset to sunrise) — wildlife protection
- Guards at the Ooty-side checkpost often do not permit downhill descent via this route
- Not suitable for large vehicles, buses, or underpowered cars
- The 36 hairpin bends require constant gear changes and strong brakes
Who should use this: Experienced drivers in good vehicles who want the most dramatic ghat experience in South India. Everyone else: take the Coonoor or Kotagiri Ghat.
Part 4 — Ghat Road Rules Every Driver Must Know
General Ghat Road Safety Rules
Uphill has priority on all ghat roads. When you are descending and meet an ascending vehicle at a bend, you pull aside and let the ascending vehicle pass. This is a non-negotiable rule of ghat driving — ascending vehicles cannot easily stop and restart on steep slopes.
Honk before blind bends. Every hairpin bend obscures oncoming traffic. A short horn tap before the apex is standard practice and expected.
No AC use on steep ghat sections. Air conditioning puts significant load on the engine on steep climbs. On the steepest sections of the Coonoor and Kalhatty ghats, turn off AC to preserve engine power and prevent overheating.
Avoid night driving on ghat roads. Beyond the Bandipur closure (which is enforced), night ghat driving is unsafe due to poor visibility, wildlife crossing (elephants, deer, leopards on forest roads), and absence of roadside assistance if you break down.
Check your brakes before the descent. More accidents happen descending than ascending. If your brakes feel hot or soft after a long descent, pull over in a safe spot and allow them to cool before continuing.
No overtaking on hairpin bends. Obvious but worth stating. On the Coonoor Ghat in particular, impatient overtaking is a leading cause of accidents.
One-Way Traffic System (Peak Season)
During peak tourist season (primarily April–June and declared holiday weekends), the Nilgiris District Administration implements a one-way traffic management system on the two main Coimbatore-side ghat roads:
Uphill (Coimbatore → Ooty): Via Coonoor Ghat (NH 181, Kallar/Burliyar) Downhill (Ooty → Coimbatore): Via Kotagiri Ghat (SH 15)
Specific hours of one-way operation vary by year and by the current traffic situation. Check with the Nilgiris District Police or your hotel/resort for current one-way timings on your travel date. Getting this wrong means being turned around at a checkpoint miles from where you expected.
Fuel Planning
Fill up before the ghat. Petrol pumps are limited on ghat roads and the remote sections have none. Recommended fuel-up points:
- Coimbatore route: Fill at Mettupalayam before starting the ghat
- Bangalore/Mysore route: Fill at Gundlupet or Mysore — there are no reliable pumps in Bandipur/Mudumalai
- Kerala route: Fill at Sultan Bathery or Kalpetta before entering the ghat
Ooty town has multiple petrol stations, so once you are inside the Nilgiris you are fine.
Part 5 — Special Situations and Frequently Asked Questions
For Rental Car Drivers (Zoomcar, Revv, Drivezy)
Renting a self-drive car and driving to Ooty is entirely possible. Here is how to handle the E-Pass:
On the E-Pass form:
- Driver name: Your own name (the person driving)
- Vehicle number: The rental car's registration plate exactly as shown on the car
- RC Book upload: Download the RC copy from the rental app, or upload your rental agreement/booking voucher as proof of vehicle permission
Check before you book: Ensure the rental vehicle has a valid All India Tourist Permit (for vehicles registered in states other than Tamil Nadu) or a valid Tamil Nadu state permit. Most major rental platforms ensure this, but verify in the app documentation before pickup.
Insurance check: Rental cars come with basic third-party insurance. Carry the insurance certificate copy — police at checkposts may occasionally ask for it.
Frequently Asked Questions
Do I need the E-Pass if I am coming by bus or train? No. Government bus passengers (TNSTC, KSRTC) do not need individual E-Passes. The toy train from Mettupalayam to Ooty is completely exempt. If you are on a private tour bus, the tour operator handles the vehicle's documentation.
I am only going to Coonoor, not Ooty town. Do I still need the pass? Yes. Coonoor, Kotagiri, Gudalur, Kundah, and Masinagudi are all within the Nilgiris District. Any checkpost crossing into the district requires the E-Pass.
I am staying for 5 days. Do I need a daily pass? No. You only need the E-Pass for your entry date. Once inside the Nilgiris District, you can stay as long as your accommodation allows. You do not need a pass to exit.
What happens if I arrive without an E-Pass? You will be pulled to the side of the checkpost and required to apply on the spot. With weak signal this can take 20–40 minutes — and you block traffic behind you. There is no official fine currently, but the inconvenience is significant, especially during peak season queues.
Can I pay Green Tax via GPay or PhonePe? Sometimes yes, but network at remote checkposts makes digital payment unreliable. Always carry ₹200 cash per vehicle as a backup regardless of how you plan to pay.
The TNEGA website is down. What should I do? Try applying between 11 PM and 6 AM when server load is lowest. During peak season the site can be genuinely overwhelmed on Friday evenings. Start trying 2–3 days before your travel date rather than the night before.
My vehicle is registered in TN-43 (Nilgiris). Do I still need the E-Pass? No. TN-43 registered vehicles are local Nilgiris residents and are fully exempt from the E-Pass requirement. Green Tax also generally does not apply to local registered vehicles.
The road is closed due to landslides. Does my E-Pass still work? No. The E-Pass is a traffic permit — it is not a guaranteed right of entry. If the District Administration closes the ghat road due to heavy rain, landslide, or other emergency, all vehicles are turned back regardless of their E-Pass status. Check weather forecasts and local news before traveling during monsoon (June–September).
Does the Bandipur closure affect my E-Pass validity? No — they are independent. Your E-Pass date remains valid regardless of the Bandipur closure. If you are stopped at Bandipur overnight, your E-Pass is still valid for entry at the Kakkanallah checkpost the next morning when the forest opens.
I am a foreign national. How do I apply? Foreign tourists use the same epass.tnega.org portal but log in with an email address instead of a mobile number, receiving an OTP by email for verification. The rest of the process is identical.
Do I need a separate E-Pass for Kodaikanal? Yes. Ooty (Nilgiris District) and Kodaikanal (Dindigul District) are in different administrative districts. If your trip includes both, apply for two separate passes on the same portal.
The Journey Up Is Worth It
The checkpost, the green tax, the E-Pass — these exist because the Nilgiris Biosphere Reserve is genuinely irreplaceable. A UNESCO World Heritage site. Home to the Toda tribe, to wild elephants and tigers, to tea estates that produce tea drunk across the world. The brief administrative stop at the bottom of the ghat is a small price for what's above it.
Once you are past the checkpost and the ghat begins to rise, windows down, the air suddenly cooler and sharper with eucalyptus — that is when it becomes clear why 20,000 vehicles a day try to get here.
