Revenue Department

The Revenue Department functions with the following broad objectives-

  1. Providing efficient delivery of services of various Government schemes to the people of Tamil Nadu.
  2. Providing relief and implementing rehabilitation measures for those affected by Natural Calamities.
  3. Functioning as the custodian of Government lands and ensuring proper maintenance of land records for the State.
  4. Implementation of Land Reforms and providing land to the needy and eligible persons.

The department serves the needs of farmers, students, unemployed, weaker sections, entrepreneurs and Industry by providing a range of services like issuing a wide range of certificates essential for accessing a host of services and benefits ranging from credit, scholarships, community registration, birth and death registration, legal heirship, income status, mutations of land records, licences etc. In addition, Revenue and Disaster Management Department plays a vital role in the conduct of Elections under the superintendence of the Election Commission of India.

Since its inception, Revenue and Disaster Management Department has often taken the lead during crises, be it man-made or natural disasters. Revenue and Disaster Management Department reaches out to all during disasters and plays a critical role in organizing rescue, relief, rehabilitation and resettlement to the needy. The department has since been renamed by the Government of Tamil Nadu as Revenue and Disaster Management Department acknowledging the centrality of the Department in the entire gamut of operations in disaster Management.

Department of Horticulture and Plantation Crops

The Nilgiri District is situated at the Northwestern part of the State and Western Ghats and surrounded by the Coimbatore and Erode District, Kerala State and Karnataka State are the eastern, Western and the Northern side respectively.

The Nilgiris District is a Horticultural District which occupies a special significance in hilly regions of Tamil Nadu. The Geographical area of the district is 2545 square Kilometre consists of  6 taluks and unique feature is that 56% of the total area under forest. The entire district is situated between 900-2636 meters above MSL. The average rainfall for the district is 1522.7 mm per annum.

The Nilgiris is a summer resort for the tourists which attracts the entire world. It is the home for all cultivated crops such as Vegetable, Fruits, Flowers, Spices and Plantation crops. The cultivation is done mainly in terraced lands and sometimes even on narrow slopes in some villages. The temperate crops such as Tea, Potato, Cabbage, Carrot, Beans, Plum, Peach, Pear etc are grown in the higher elevation, Mandarin orange, Coffee are grown in mid elevation and such tropical crops like clove, nutmeg, Pepper, Ginger  fruits like Durian, Litchi, Rambutan, Mangosteen are grown in the lower elevation of this District.

The cultivation of Horticulture crops practised in the following 3 main seasons.

  1. Irrigated
  2. Main
  3. Autumn

The vegetable crops can be grown in all the three seasons.

There are 83,125 farm families, are cultivating various crops in n area of 73406.00 Ha during the year 2019-2020.

It is being a Horticulture Department the following schemes are implemented for the benefit of Nilgiris farmers.

1. Mission for Integrated Development of Horticulture (MIDH)

Mission for Integrated Development of Horticulture is being implemented at 50% subsidy in The Nilgiris District to promote Holistic growth of Horticulture sector includes Distribution of planting materials, Creation of water Resources, Protected cultivation, Promotion of INM /IPM, Horticulture mechanization, Post harvest Management, Marketing infrastructure, Exotic vegetables cultivation and Training to farmers.

2. Micro Irrigation Under PMKSY (MI)

Pradhan Mantri Krishi Sinchayee Yojana has been launched with a motto of providing “Per Drop More Crop” and end to solution in irrigation, supply chain viz, water sources, distribution network and farm level applications.

Effective use of available water to plants by adopting a Sprinkler system in The Nilgiri District.

  • The subsidy pattern allotted to small and marginal farmers at 100% subsidy
  • 75% subsidy to large farmers.
  • Subsidy pattern to Vegetables and Tea.

3. Collective farming

The concept of Collective farming is to identify small and marginal farmers in a contiguous area and group them as Farmer’s Interest Groups (FIG) with 20 farmers.  5 FIG’s would be integrated into Farmer Producer Group (FPG) with 100 farmers. FIG and FPG are to be encouraged to adopt collective cultivation, collective purchasing of inputs to access credit facilities and market linkages.

In Nilgiris 80 FIG’s and 16 FPG’s were formed for the promotion of Collective farming. Corpus fund of Rs 5 lakhs were provided to each FPG after approval of  Project Implementation Plan of FPG by the District Collector. In Nilgiris all 16 FPG’s will be federated into FPO (Farmer Producer Organization) by Agricultural Marketing Department.

4. Special Area Development Programme (SADP)

Under this Scheme Tea clones, Tea harvesting machine and Milching animals will distributed at subsidy cost. In additional to that encouraging organic growers in this district 45.00 Ha has been enmarked.

5. Pradhan Mantri Fasal Bhima Yojana (PMFBY)

Annual Horticulture Crops like Potato, Banana, Tapioca, Ginger, Garlic, Carrot, Cabbage are notified for crop insurance scheme PMFBY in Nilgiris District. The Nilgiris District notified villages were given focus to cover under Pradhan Mantri Fasal Bhima Yojana (PMFBY) crop insurance Scheme.  Potato, Garlic, Carrot, Cabbage, Crop is covered under insurance in Udhagai, Coonoor and Kotagiri blocks and Banana, Tapioca and Ginger crops covered in Gudalur Block.

6. National Agricultural Development Programme (NADP)

The Horticulture Department is planned at bringing more area under  Fruits in an area expansion component in about 236.00 Ha will supply  Mandarin orange Budded Seedlings at subsidised cost.

 

Social Welfare

The following schemes are implemented to help women and girls below the poverty line through the Department of Social Welfare.

Moovalur Ramamirtham Ammaiyar Ninaivu Marrige assistance Scheme for Poor women :

Under this scheme poor parents can apply 40 days or one day advance from the date of marriage in respective ‘e’ Centers .

Guidelines :

  1. Daughter of poor parents should have studied up to 10th standard pass or fail, for ST up to 5th standard Rs.25000/= thro’ ECS and 8 Grams of Gold.
  2. For Degree and Diploma Rs.50000/= thro’ ECS and 8 Grams of Gold.

  1. Age Proof 18 Years should be completed at the time of marriage for the bride, 21 Years for bridegroom.
  2. Income Certificate – Annual income Rs.72000/= or below.

In order to remove caste barrier in the society this scheme has been implemented. Intercaste married Couple can apply within two years from the intercaste marriage at ‘e’ Centers provided one of the couple should belong to ( SC/ST) and other should belong to (BC/FC).

Chief Minister’s Girl Child Protection Scheme :

Scheme – I

The family who are having only one girl child along with sterilization done by one of the parent without male issue will get benefit under scheme I. Rs. 50000 is deposited on this girl child by Government.

Scheme – II

The family who are having two girl children along with sterilization done by one of the parent without male issue will get benefit under scheme II. Rs. 25000 is deposited on each girl child by Government.

Scheme – III

The family who are having one girl child during first delivery twin girl children in the second delivery along with sterilization done by one of the parent without male issue will get benefit under scheme III. Rs. 25000 is deposited on each girl child by Government.

Introduction

Education is the process by which a society transmits its accumulated knowledge skills and values from one generation to another. Education must provide the means and opportunities to enhance the child creative expression and the capacity for aesthetic appreciation. Education gives knowledge about the world around us. It makes children capable of interpreting things in the right perspective.

Objectives

  1. To provide universal access, equity, quality at primary, upper primary, secondary and higher secondary level.
  2. To evolve curriculum and evaluation procedures in conformity with the values enshrined in the Constitution.
  3. To build the child knowledge, potential talent and develop the child physical and mental abilities to the fullest extent.
  4. To provide a conducive learning environment through learning activities, discovery and exploration in a child friendly and child centered manner.
  5. To make examinations more flexible and integrated in classroom life by implementing continuous and comprehensive evaluation in phases, to remove the anxiety and stress caused by terminal examinations.

District Rural Development Agency

The DRDA is the principle organ at the district level in implementing various anti-poverty Schemes of Government of India as well as State Government. The DRDA is visualized as a specialized and professional Agency, capable of implementing the anti-poverty programmes, and effectively carrying out the objectives to the rural masses. It helps in strengthening the rural infrastructure and bringing up the economic prospective of the villages with a key for the eradication of backwardness and poverty. DRDA is implementing number of schemes with an aim of enabling the rural people, improving their standard of living and eradication of poverty. The main thrust of the programmes implemented are removing the economic disparity and bringing people above poverty line.

District Rural Development Agency was formed under Tamil Nadu Society act in 1980. The Governing body of DRDA includes Member of Parliament(MP) Member of Legislative Assemblies(MLAs), District level officers of Development departments, banks, NGOs meet once in a quarter and review the schemes which are implemented through DRDA. The administrative cost of DRDA is met under the head “DRDA ADMN” shared between the central and state shared between the ratio of 75:25.

SCHEMES:-

The following schemes are implemented through the District Rural Development Agency.

MAHATMA GANDHI NATIONAL RURAL EMPLOYMENT GUARANTEE SCHEME

Implementation of schemes:

  • MGNREGS is a scheme constitutionally approved under MGNREG Act and funded by the Central Government 90% and state government 10%.
  • Provides 100 days of guaranteed employment in a financial year for adult members in rural areas who are willing to do unskilled manual work.
  • This scheme provides employment for livelyhood landless pays Rs 205/-per day on a weekly basis by e-Fms there by alleviate poverty in rural areas.
  • Promotes management of natural resources like ponds, ooranies, Irrigation channels by desilting and create irrigation facilities. Provides horticulture, form ponds, Massive/Avenue Tree plantation works, construction of water harvesting structures like bunding, boulder checks, Gabion and concrete check dams construction of buildings for Village Panchayat office, VPSC, BPSC, Anganwadi, compound walls for schools, formation of roads under rural connectivity in convergence with other Government departments like Agriculture department, Fisheries and Forest Department.
  • 3% of beneficiaries are reserved for differently abled persons for providing water to the workers, and caretakers of their children in the work site and for jungle clearance work.

INDIRA AWAAS YOJANA

Houses are constructed at free of cost for the members of SC/ST, freed bonded labourers and non-SC/ST members in rural areas living below the poverty level. The scheme is funded jointly by the Central and State Governments.

PRADHAN MANTRI AWAAS YOJANA – (G) 2016-17

  • It is a centrally sponsored Scheme with fund sharing pattern of Central and State Government has been 60:40 ratio.
  • The beneficiaries are selected from the priority basis from SECC Date approved by grama sabha.
  • The Allocation pattern is for SC-57%, ST-3%, Minority-6.65%, and others-33.35%.
  • The unit cost of the house is Rs.1.70/- Lakhs with provision of toilet under IHHL [at] Rs.12000/-.

SWACHH BHARAT MISSION (GRAMIN)

  • It is a centrally sponsored scheme to accelerate sanitation coverage in rural areas to achieve the goal of Open Defecation Free (ODF) Tamil Nadu and to sustain the practice of safe sanitation.
  • The Unit cost of an IHHL in Rs. 12000/- under SBM(G) and MGNREGS, and paid through e – FMS.
  • VPRC , PLF, SHGS and other community based organizations are used to influence the community to use the Toilets.
  • The landless families are directed to use community Toilets like IWSC/IMSC.

Objectives:

This Department was intended primarily for the following purposes:

  1. Construction and Maintenance of all buildings for various Government Departments.
  2. Construction and maintenance of PWD Residential Quarters for Government Servants.
  3. Identify, investigate and formulate necessary proposals for Construction of various Government buildings.
  4. Providing arrangements for Government Functions in which VVIPs/ VIPs participate.
